The New Fraternity Culture The New Fraternity Culture After drinking from a keg of beer stashed in the basement of the Alpha Epsilon Pi fraternity house at the University of Michigan last December, a group of pledges stripped to their boxer shorts and lined up, ready to endure their next torturous test of brotherhood. As two other fraternity members watched, a ?pledge educator? pointed what he thought was an unloaded BB gun at the pledges' various body parts. He was simply trying to scare them. When he approached the seventh student in line, the ?educator? pointed the gun downward, two inches away from the pledge's penis, and fired. Unexpectedly, a pellet shot out (Reisberg A59). Fraternities have been in existence for over a century. They were established to nurture pride, leadership, unity, and commitment (Nate 18). Although some fraternities still embrace these values, this does not make up for the dangerous behavior that most fraternities engage in. Alcohol abuse has become far too large of the college social scene and fraternities are its most publicized defendants. Rowdy keg parties have replaced the values and ideals that were once the basis of fraternities, as binge drinking becomes the core of their brotherhood. Each year on campuses throughout this country, binge drinking causes students to suffer academically while risking their health and safety, as well as that of the rest of the campus community. Contrary to the many members firmly entrenched in the fraternity culture, several national fraternities are trying to dispel this image. They have devised programs which emphasize academic development, leadership, and community service, while at the sam e time taking the focus off alcohol and hazing. The first of the Greek-letter societies, Phi Beta Kappa, was founded on December 5, 1776, with the aims of creating a ?scholastic, inspirational, and fraternal? society. The founders of Phi Beta Kappa named friendship, morality, and literature as essential characteristics. Laws provided for a ?reverent opening and conduct of meetings, encouraged sobriety, and demanded ethical ideals superior to those manifested by a rival society? (Voorhes 8-12). The growth of the system was gradual, for it was not until 1825 that Kappa Alpha, Sigma Phi, and Delta Phi were established. The decade of the thirties produced another trio of fraternities: Alpha Delta Phi, Psi Upsilon, and Beta Theta Pi. The period preceding the Civil War witnessed the establishment of most of the remaining general fraternities of ?present larger extension? (Nate 18-38). Oliver Wendell Holmes, a student at Harvard in 1859, captures the immortality of loyal friendships and high ideals in a message to his classmates: Then here's to our boyhood, its gold and its gray! The stars of its winter, the dew of May! And when we have done with our life-lasting toys, Dear Father, take care of Thy children, thy boys. The founding of the fraternities was at the hands of men who set up high life-ideals for themselves and those who would come after them. The more recent years have strengthened the chapters through the development of their national organizations and a more direct alumni co-operation (Nate 60). As fraternity chapters grow stronger, they are slowly losing sight of their fundamental purpose. The values and ideals that once served as the basis of fraternities have been replaced in some chapter houses by excessive drinking and brutal hazing practices. Through the new fraternity culture, binge drinking becomes interwoven into college life. The Federal Substance Abuse Prevention reports that undergraduate students currently spend $4.2 billion a year on booze ? far more than they spend on their textbooks. An advertisement being run in college newspapers by VivaSmart, an online textbook seller, actually features the headline, ?More on Beer, Less on Books,? accompanied by an explanatory text that begins, ?We know you have better things to do than blow your money textbooks? (Miller 1). This message promotes and legitimizes a college drinking culture that according to the Surgeon General Antonia Novella is spinning out of control'? (Elson 64). (It Happened to Nancy) More and more people are being infected with the HIV virus everyday, and if we do not raise the budget, to provide and cure those with the disease, and try to prevent it, the whole country is going to be HIV positive. "The cost of treating people with HIV is increasing by about 20% annually." (AIDS research budget threatened). The future plans for the budget will have a major impact on many lives, especially those who rely on federal programs for support. As in the past, the impact of AIDS and related illnesses continue to influence the budget along with the level of research that could lead to a cure. In 1992, Laura Thomas reported, "Funds for AIDS research are in danger of being reduced to levels that would seriously impede progress towards ef fective treatments." (AIDS Research Budget Threatened) When a person is poor, or homeless, they do not have the funds to pay for medical treatment to keep them healthy, and prolong their lives. Funding for AIDS research from the government is essential in the process to find a cure for this horrible disease. The budgets in the past, are a direct reflection of what the funding should be in the future, and without sufficient funding for AIDS research and development, there will be no cure, or vaccine to stop this epidemic. Immigrants are a targeted group of individuals who, are threatened by cuts in the budget to reduce health care, and research. Immigrants are one of the groups in need of special health care, because of things such as poor income. Funding and budget decisions need to include everyone who is at risk, even legal immigrants. The 1997 Budget Reconciliation was a plan that would negatively affect legal immigrants, including those infected with the HIV/AIDS virus. Representative Clay Shaw made a number of provisions which represented a departure from the bipartisan budget agreement. Public Schools vs Private Schools Essay

Introduction Are private school students better than those in public schools? What are some of the factors that separate the quality of education received by the two groups of students? Controversy has in the past brewed over studies that have indicated that students in private schools perform better than those in public schools. This paper is therefore meant at an in-depth analysis of both the public and private stakeholders in the education system. The paper will focus on a study that reveals the strengths, weaknesses, opportunities and threats experienced by students going through both systems. The study employs a unique selection model that involve religious and non-religious in comparison to public schools. The study focuses on how these factors affect the selection of schools by individuals and what exactly make private schools attractive. The paper also evaluates measures that can be taken to ensure that both the public schools and the private schools offer the same quality of education. Research problem The competition between private and public schools has been ongoing for a long time. It is only with determining which one is better that we can establish who is better between private school students and public school students. Although research has been continuous for quite some time, it is impossible for anyway to state empirically that one system is better than the other. Similarly, there hasn’t been enough improvement in the educational sector despite the fact that recommendations have been made constantly as to how to try and equalize these systems. The research is also supposed to bring to light an empirical way through which the quality of public school students can be measured against that of  private school students. Human beings tend to be proud of institutions that they are affiliate to. That being said, conduction of an analysis of the system could be hindered by exaggeration or even false witness statements. Research questions and variables The study should allow for the comprehension of issues that lead to the rift between public and private schools. It should also allow for the answering of questions such as are private school students better than public school students? If so how different are they from public school student? Or rather, in what aspects do these students differ? The paper should also address the possibility of an intervention in the education sector so as to address the issues that demarcate the two institutions in terms of quality education. This should be able to create a lasting solution to the quality issue. Variables involved in this study include socioeconomic status, parental education, peer group characteristics and community support. Socioeconomic status This is commonly referred to as SES. This could affect education at the home level as well as the attitude towards education. The materials read at home could be very resourceful in improving the student’s intake of knowledge. Similarly, a good environment, one without parental quarrels, where all the basic human needs are met can ensure that the student can focus more on education. Availability of books and access to the internet is a major contributor to the learning process. These facilities are not available to all though and this could affect the quality of education. Socioeconomic status could also affect the attitude towards education making data collection during the research rather difficult. Parental education The level of education of the parents is also a variable in this study. Parents could influence their children to either, study hard and achieve as much as they did or to disregard education all the same. Parents with a lower education level are not able to monitor their children’s progress in school or even to determine if they are receiving quality education. This may lead to reduced standards in education. Parental education could affect the quality of a students work at school as well. Peer group characteristics. The company that is to be found at a prospective school may without a doubt determine whether a parent considers the school for his/her child. Parents always want what is best for their children. The thought that negative behavior is quite common in public schools could be a negative aspect. This study should however establish whether this is true and find ways to mitigate the same. Community support The community does in a way regulate the activities of a learning institution. The community influences discipline and behavioral mannerism that are acceptable. This is a major variable since different communities could prefer different behavior. Importance and benefits of research This research could without a doubt be the elusive solution to the issues surrounding equality and equity in the educational sector.
